Our Story

Led by a group of experienced real estate developers and entrepreneurs, the mission of Reno Land, Inc. (RLI) is to develop and build notable residential communities and commercial properties throughout the region, and in turn create desirable places for people from all walks of life to live, work, shop and play.

Over the last 3 decades, the principals of RLI have acquired land and developed housing throughout some of the most desired locations in Northern Nevada, California and Idaho. Combined, they have successfully undertaken over 30 residential, multi-family, commercial and industrial projects totaling more than 5,000 units and over 4 million square feet of mixed use, urban infill, commercial and industrial developments.

The pride of RLI is to offer a world of selection, flexibility, beauty and responsive service. To offset the shortfall of housing that the Reno market is currently facing, RLI is answering the call to develop outstanding communities throughout the region.

Chip Bowlby
Managing Partner of RLI. Bowlby's expertise is in financing, land acquisition, product design, product re-positioning and marketing of residential projects. Bowlby was also the Managing Partner for Monterey Development Group and Monterey Development Advisors where he spearheaded multi-million dollar residential, multi-family and commercial projects. He previously served as the Director of Sales, Marketing, Land Acquisition and Product Development for New Cities Development Group, a large residential real estate developer. Bowlby was also President of Bowlby and Company, Inc., and was the Regional Vice President of Property Management Operations and Acquisition for a national single-family and multi-residential builder. He is currently a member of the board of trustees for EDAWN (Economic Development Authority of Western Nevada) and is based in Reno, Nevada.
Thomas Merschel
Managing Partner of RLI. Merschel's expertise is in the financing, land acquisition, entitlement processing (e.g. zoning, CEQA, mapping, development agreements, assessment districts, Federal and State biological permitting) and civil design for residential and commercial projects. Previously, Merschel served as the Director of Forward Planning and Development for New Cities Development Group. Prior to joining NCDG, Merschel was the Director of Finance and Planning for a large single-family and multi-residential builder (Delco Builders) located in the San Francisco Bay Area. Before his tenure at Delco, Merschel was a Vice President loan officer for Security Pacific National Bank ("SPNB"), responsible for a significant loan portfolio consisting of major office and residential projects. Merschel began his career with SPNB as a construction inspector and headed the bank's Northern California construction services department. Merschel earned a Bachelor of Science degree in finance from San Diego State University. Currently based in Monterey, California.
Paris Fruscione
Fruscione, a partner with RLI. Inc., has over 20 years' experience in marketing with IMI Living, arguably the most prestigious and successful resort real estate company in the world. As president, he was involved with project procurement and overall sales management. He has a knack for repositioning assets and market making. He develops and monitors all sales programs for inception of a project to disposition. He holds a BA/BS Administration with a minor in Architecture for the University of Nevada.
Bradford Smith
Smith is a seasoned real estate developer with 40 years of hands-on experience in development design, county and city approvals, land sales, on/off-site pro forma, budgets, contracting and construction management throughout Northern and Southern California. His vast knowledge and multifaceted experience has proven to be invaluable to four prominent developers, including Signature Homes (division of Stuard Industries), Donald Bren Company, Barratt Irvine and American National Housing Corporation, where he held an executive position and was directly responsible for the bottom line. For the last 15 years, Smith has been co-owner of Valley Community Homes, a real estate development company based in Monterey, California with projects in Monterey County, Los Angeles and Phoenix. Attended University of California at Irvine with Construction and Construction Management as his major.
Brett Bates
With more than 15 years' experience in the construction and real estate development industry, Mr. Bates has been a licensed CPA for 25 years. He has worked in the defense industry with top secret FBI clearances and as a finance and tax director for a Fortune 500 company. A licensed general contractor in Nevada, Mr. Bates has been the president and owner of multiple businesses, including a construction and real estate development company, mortgage brokerage, real estate brokerage and six manufactured housing dealerships throughout Northern Nevada and California. Mr. Bates attended the University of Nevada, Reno, where he obtained a Bachelor of Science degree in business administration and an MBA with an emphasis in finance.
Sherry A. Wagner
Previously as the vice president of operations for Monterey Development Group, Mrs. Wagner was responsible for entity formations, corporate insurance programs, human resources and company systems. As a senior manager of Monterey Advisory Group, she was responsible for conducting reviews of developer accounting systems, performing job cost audits, reviewing draw requests and managing the disbursement control procedures for clients' troubled projects. Previously, Mrs. Wagner owned Wagner Business Services, providing consulting services in accounting systems, asset management, business planning and investor relations. She was also operations manager for a securities investment company and an associate director for a large title company.
Joel Grace
Joel Grace serves as our Vice President of Development for all RLI's real estate projects. His experience led him to Sydney Australia where he served as the Development Manager for Starbuck's, Australia. Most recently he worked in commercial finance for Umpqua Bank as a Vice President of Commercial Finance. He has also worked with EDAWN as a VP of attraction conducting trade missions with the Governor's Office of Economic Development (GOED). He has served on numerous boards within the community and currently serves on the NAIOP board for the transportation coalition. Grace has his MBA with a correlate in Finance, and has been active in commercial real estate, finance, and business development in Northern Nevada since 2002.
